Low incidence disabilities are those disabilities that generally don't exceed 1% of a school population. These include blindness, deafness, severe development delay, serious physical disability, or a combination of these traits. Finding funding can be difficult within a school district. The California Department of Education does provide funding for low incidence disabilities through SELPAs. They are given a base allocation of $5,000 if there are over 25 students with low incidence disabilities in a district. More details are at their website.
